I read posts that they are shipping with new Legacy sets I just bought one. I have 1.3 versions. Anyone tell me where I can get it

I have the V1.4 system and it is nothing but trouble.
You are lucky to have the older system.
The V1.4 cab2 is difficult to turn on and very difficult to turn off. Lionel
suggested loosening the 2 screws on the back under the CTC button.
The software has a mind of its own, it works sometime one way and
a different way at other times.

That's not a 1.4 software issue, rather you have a slightly messed up Cab-2. The software has nothing to do with the physical device.
I've been using 1.4 for over a month or so without issues.
1.4 most likely will be available as a download when the black modules become available.

Unless you have a new ZW-L transformer, there's really nothing of substance in 1.4 that isn't in 1.3.

seems others are having the same issue.
to answer the question 1.4 will be available after the black modules ship sometime in May 2012. because 1.4 will be available as a down load.

The problems with V1.4 can be gotten around by other means.
Pressing the Train Link button will bring up the Train Link display but
pressing the Train Link button again, nothing happens.Pressing the Eng button
and number will bring up the correct display.
Pressing the Scroll button and turning the Throttle control will scroll thru
some of the engines but not all. Pressing Eng and the number will bring up
the missing engine.
Using the Utility V1.0 program and listing the engines, some are missing but
unchecking the display active engines and going thru by engine number, the
missing engines will be displayed.
Pressing and holding the CTC button, the Cab 2 will beep but it will not turn off.
After pressing and holding the CTC button many times, it will turn off.
Turning off the Cab 2 and letting it sit over night, the problem features
will work correctly, sometimes.
The V1.4 software is unstable and has a mine of its own, Features work correctly
sometimes and not other times. It is a different problem every time and problems
do not repeat except the turn off problem which happens almost all the time.

These issues aren't consistent enough to be software problems. I agree with Chris - send it back. The Cab-2 just isn't fitted together properly and/or the keypad is defective.
Matt are u looking for v.1.4
It sure sounds to me like the latest batch of CAB2 handsets were rushed through production with little or no QC applied! I'm glad mine are older units, I'm holding on to them!
