I had the cover off my MTH Z4000 transformer to replace one of the broken terminals/plug for the variable output.  I put it back together and it seems to work correctly but the meters only go from 0 volts to 11 volts in a very linear fashion.  I check the output and it is 22 to 23 volts as it should be.

 

I never unpluged any of the cables and I rechecked that they were correctly seated and they were.

 

Anyone know how I messed up?

 

Would appreciate any input.

Another thought.

In this picture you can see that the indicator board is easy to r & r; only a few screws and 4 cable connections.

If you or a buddy have a spare Z-4000 you could try swapping boards. This would serve to localize the problem.

if the board is the problem its way easier to send that in for repair or replacement.

I see Marty has not responded yet; but I think I know where he was going with this question.

In moving the handles its possible you altered the indexing of the handle and pot gears.

They have to be indexed correctly; the red and black felt pen marks have to line up.

Its an easy check with the cover opened, and an easy fix.

I can post a pic if needed.

Thank you to all who responded.  I re-inspected all of the cables that connect the cover board to those on the main transformer.  Noticing that they are mostly insulation displacement connectors and that I may have allowed them to be pulled too tight, I unplugged each cable and tried to make sure none of the wires had been pulled from the connectors.  Although they looked OK, I pressed the wires into the connectors as tight as possible and reconnected them and re-assembled the top on the bottom.  Now everything seems to be functioning as it should.

 

It would appear that a wire or two was not making good contact and causing the abnormality in voltage reading.
