Does anyone have the Serial Driver file for older Windows computer running Windows Vista. The link to the one on the MTH site does not work and the Windows 7/8 file will not work with my Windows version.

I'm assuming you're talking about a USB to Serial driver for an adapter. We need to know the exact make and model of the USB <-> Serial adapter.
If you have a real serial port on your machine, you should require no driver.
Gigaware 2603487. When I follow the instructions, including hooking up the 3.5mm cable, plugging the serial cable into the TIU and the USB side into my USB port, and connecting power to the TIU, I get an error message that asked me to cycle power to the TIU. This error repeats itself and I never get any further.

Did Windows install the drivers properly? Have you checked Device Manager to see if the USB adapter is recognized and has been assigned a COM port?
