Today, I decided to update my Atlas (SCARM) track planning software. I tried to modify my plan and it said I needed a license to add additional track. That wasn't the case when I installed the software 4 years ago. Back then, it wasn't limited. I know that I could buy a SCARM license and maybe port my layouts to the SCARM version, but not wanting any potential issues (aggravation), I decided to buy the Atlas marketed product. When I was completing my order, it showed a shipping cost. I said to myself, I'm sure that will go away, after all, I'm just buying a license key that can be sent to me in email. Well, 2 hours later, I've got nothing. Not even an email confirming my order. I should have gone direct to SCARM.

"Shipping" costs can be added to anything you order as long as they are clearly identified.  Just like extended warranties and other up-charges, they just increase the seller's margin.  Never "expect" them to be removed.

In this case, if you asked, I'd bet they would just say those charges only partially offset the royalty they have to pay SCARM's developer, the cost of the computer system to hold and deliver the software, and the employee cost to process your order and send the license.

Don't know the Atlas TPS cost vs the SCARM cost, but if they are close, you might have been better off going with SCARM's multiple track libraries.
