My first guess is Max Gray/US Hobbies. It looks a lot like the one shown in my Spotters Guide, with a couple of very minor differences in the frame (three vertical ribs in the middle under the pivot, rather than four as shown in the Guide) and a slightly different attachment of the cables to the boom. Does it have circular holes in the side for cranks to turn the winding drums?

ON the MG and USH ones I have seen, the outrigger beams slide out and in from the boxes on the side of the frame.   They also have the crank locations as mentioned.

Another option, I have seen catalogued is Locomotive Workshop, the business that Jan Lorenzen ran for some years.    They advertized a kit for a 250 ton crane.   Their kits were craftsman style, and were brass mostly.    I have never seen one in person.

Had that thought as well - LWS.  Have seen the kit in the box, but not assembled.
