Reached a milestone today - completed the lift up section, and it works!  I followed the schema described by Jim Barrett in OGR magazine Run 270, which used modified strap hinges to create an elevated pivot point.  Took lots of modifications as this was for an upper level and did not have the security of a complete table top for the rigid section.  Also had to shorten the moveable edge of the lift up section to avoid rubbing the wall.  The whole process involved lots of trial and error/s, but I am very pleased with the outcome.  I attached some photos.

I also included a panoramic shot of the temporary layout to show how the backdrops now look great along the second level.  Now that I have confirmed clearances, and where key accessories will be, it all comes down for further construction (create harbor cut out), ballasting, etc.  Lots more fun on the way!

Thanks for the kind words.  Dimensions of room: 9'8" by 13'8". 

BTW, I noticed in another thread you posted, you are considering building an O gauge layout in a room with limited space.  FYI, my lower level is 31" high for grandkids (yes, it's low, but it works), and upper level is 40" high.  My room has the unique half wall so that allows for great viewing and access to that area of the layout.  All of my rolling stock can handle 031 curves, and I have a combination of 031, 042, 054, and 072 curves.  I  use the larger curves wherever I can, but the tighter curves help with the limited space.

I'm retired, so although this project is taking lots of time - I'm loving it!
