What do you mean by "no tractive effort"?   What won't it do?

 

My T&P version pulls its K-Line heavyweight train just fine around 054 curves.  It did not pull it up a grade nearly as steep as the old graduated trestle set, but then this engine is very much scale-oriented and not meant to climb cliffs. 

I have an upgraded (ERR and a can motor) version of this loco; one of the things I like about it the most is the lack of traction tires - it will spin a bit starting a "heavy" train - just like the real thing.

Now, I don't pull 25-car trains, and I have no grades (which should be moderate, anyway) and I have 072 curves. Still, I have never found adhesion (the proper RR term; "traction" is for your automobile) to be an issue. I would like more locos without the "traction" tires. Very few 2-rail O-scale locos use them (their layouts are "laid out" more realistically).

Could be bad board. Lionel provided an upgrade for this loco which may still be available from Lionel. The board in question is the 610-8064-256 ACDR Circuit Board and Housing Assembly.
A parts diagram for 18064 is available from the Lionel website: download Supplement 43. My 18064 was a very poor runner until I replaced this board. Ask the previous owner if the upgrade was done.
