Is Lionel making a NYC E7? I've heard 'yes' but can't find it anywhere on their (awful) website.

No E7, there is an E8. Couldn't find the NYC E8 on their site with the product finder, but its there.
You might try looking for the Sunset/3rd Rail NYC E7 units. There might be still be some "out there" on the big "for sale" site.
The Pennsy E7's pictured are Lionel number 6-34508 cataloged 2007 vol 2. As I recall the NYC were cataloged a year or two before this. I thought they were Legacy but may only have been TMCC. Maybe J Daddy's are the one I am thinking of.
I have the PRR E-7 set. It is a great runner.
Yes my PRR E7's run great also. Especially fun/funny to run the power B-unit by itself and/or pulling a consist.
But, there is always a but. I initially got the AA units and the non-powered B-unit. Comes to be that these Non-powered B-units were actually made when the hi-water NYC ones were made. That was before the Legacy PRR e7's. And as stated the PRR Legacy units were made with that issue fixed. Got the powered B-unit too which did not have the hi-water issue.
A good 3/32-inch difference!
Exchanged emails with (a former hometown guy) Mike Reagan just after he came on to Lionel. He looked into the issue and got back to me with the fix. That was real customer service!

If you weather your equipment (and you should!), some Bragdon's dark gray pigment powder (more durable than chalk) will dust these to a dark gray, I would think.
They would possibly need a Dullcote overspray before the dusting, to encourage the powders to adhere. The factory paint is too shiny, even if it's "satin" to give the best results. Don't forget the trucks - a lighter gray would be better here.
NYC 4002 and 4003 did originally come painted black, but not quite like model version shown. It's kind of a neat scheme. The slatted pilot was only on these two units as well.
