I wish I could help.  Due to it having a can motor, I don't think you can move the mechanism by hand.  Otherwise you'd be able to feel the sluggishness.  Can motors, in my experience are not really fixable.  Instead, replacement is the only option.  Maybe someone here with more knowledge of can motors can help.  

If it is the early model, it will have an 8300 product number and will not have spot lights on it.

This version worked with a 6 volt motor and the instructions showed it working off track power, which was a BAD idea. Needs fixed voltage to work reliably. It, (the oil drum loader) was a Gilbert AF design and the Lionel engineers of the time had NO knowledge or experience with it, hence the 6 volt motor    If it is moving too slow and it is the 8300 model, that indicates something is wrong with the motor.  Usually, what happens is that folks fire it up at 12-14-16 or more volts and the thing goes way too FAST. Incidentally, Lionel learned their lesson and later models used motors more suited to this accessory with instructions that specified  fixed voltage taps for current.

I know this won't give you everything, but it is a start.  It is a great accessory, even the 8300 model.
