Not sure about a specific answer to your question.
I use the k-line railings - straight and curved - they look great and work well, even on grades.
I've done some fence with 1/8" dowel rod and wire.
Lack of guard rails has always been a problem in O scale. None exist.
I made this one using scrap piece wooden screen molding. The ends are wrapped with paper. All sprayed with silver spray paint.

Since it's bendable, you might want to try a longer section of it.
I'm not sure of the exact width of a standard guard rail, but I've got some corrugated sheet. It's corrugated, and was supposed to be HO but upon measuring it's actually more like 1:40. I just now cut two ribs off and it gives me a piece that looks to be about 8 1/2" wide. This is ribbed on both sides so the back wouldn't be flat it would be very similar to guard rail. It might work for you. What I have is JTT Architectural Model Parts, Plastic pattern Sheets. Number 97402 Corrugated Siding. Hobby Lobby carried it and I recently went back for more, different pattern, and couldn't find it. I decided to check their clearance Isle and found it. I bought almost all they had remaining, all except the moon craters, less than half price.
Also Ive seen some coffee stir sticks that were formed like a double tube with a flat in the center, would be slightly wider maybe 9 or 10 inches.
We could possibly make them. What would be the market for such an item?

I was just sitting around, so I took that strip gave it a quick shot with some spray bomb silver and glued to a couple of posts. Posts are bamboo skewers from dollar store, should be about 8" in diameter. Held about 3/8" in front of a 1/43 pickup. I'd have to look a guard rail in person, but I think it would work. I'd use it. It also will curl if you run between your fingers so you can get a nice curve.
Someone makes them in the Slot car racing section. They will require some work, but are flexible and "around scale" There are some on ebay.
Wood dowels and thick string. Very inexpensive.

@Dio Traf & SIRT, what you've modeled is what I have in mind.
@Bridgeboss Jim- I have no doubt that anyone could manufacture these . The trick would be to make them cheaply enough to be profitable for you and affordable for the consumer. If they were made in straight sections but flexible enough to be formed into a curve as needed that would be cool.
I, also, made them from Plastruct corrugated roofing material...in my case, 3 "curves" high. I used Plastruct l_l strips as posts. They flex for wide curves with no problem.
