I have a Lionel 38020 TMCC Pennsylvania T-1. They remade this as legacy as the 11207 with Legacy. My question is can I simply purchase the parts and plug them in or will it be more complicated?

You can buy some of the parts. You will have to make all your own wiring harnesses and if the Legacy version has added smoke effects that you want you will likely have to modify the engine to accommodate them.

The Legacy versions are still floating around on the used market for probably no more than it would cost to try to make one.
