I'm about to enter the brotherhood of the basement layout. Will probably be able to swing a 15x5 layout with some additional area for a freight yard. This is my initial design in Lionel Fastrack. The lower level is a large figure 8 with locomotive service yard and turnouts for the freight yard. The upper level is elevated with some bridges. I have the unlicensed version of SCARM, so couldn't have all track pieces in one file. Had to break into two and overlay the images.

I would add a connection between the inner and the outer loops. All the action is on the inner loop. The only way to move a train between the two is with your hands.

Looking at the SCARM plan at top, you may see two turnouts at the top right. I do have a later version that includes an O48 loop from top to bottom. However, there is a pool table in the way and I am debating which takes priority
Also since the outer loop is elevated it blocks views and reach to the inter loop where all your scenery and sidings are. You might consider raising the inner loop instead, the outer loop could then tunnel underneath at some points.
