Can you help identify this mystery On30 loco?

I picked up this mystery On30 "critter" from an auction.

Pretty sure it is built from a kit, the upper structure is all brass but the frame is cast metal. Drive train is built up from NWSL parts with sprung axles. Motor runs when power is applied, but something is slipping and it won't move. I'm going to look into how to get it apart this evening.
