As the coil is energized all of the time, this is normal.

Some are louder than others.
some times the relay armature is too close to the coil causing it to hum slightly. Check this, you may have to put a very slight bend in the relay armature keep it at a slightly further distance from the coil. It cold be the relay armature is just a little too close to the coil and is trying to close causing that hum.
Sometimes you just have to live with the buzzing or humming noise from a post war or pre war engine or whistling tender. As long as it works properly don't worry about it.

Anyone who states this is a normal symptom and for you to learn to live with it has, very sadly, given you bad advice.
Try de-magnetizing the relay. I've done this with the magnets of modern-era Gantry Cranes and some e-units. Radio Shack used to sell them.
The simplest solution is to replace the relay. If you want to try to fix it yourself, completely disassemble the relay (carefully so you don't break the thin wires), and put the relay top up and tap on the iron core with a light hammer right below the copper rings, this will tighten the core and eliminate the buzz.

Thank you for that tip. I also have a PW tender that buzzes and I am going to try your fix this weekend!
