Any Rail and SCRAM are two that I've used. Both offer free downloadable trial versions that limit the number of sectional rail segments you can play with. Both come with on-line help files. You can spend hours creating different track plans.

Typically, "Apps" means something that can be used on a phone or on a tablet. If that's what you mean, nothing is available. Everything that is currently available works on a PC, with one program that I know of that runs only on a Mac. There is one program (completely free) that runs on PC, Mac and Linux operating systems, XtrackCAD. It's a little tough to learn to use, but it is available for all 3 operating systems.

RR-Track will run on Linux and Mac via the WineHQ compatibility layer.

RR Track hands down. I’ve designed several layouts with it and there’s plenty of help out there if you get stuck.
Trax is the only track planning "app" that will operate on a tablet or phone since it is web-based.

Because it is web-based it is slower maybe much slower.
