When using the measuring tape on the Atlas O Gauge Track Planner software, does the measurements define tie to tie or from outside rail to aoutside rail when measurein parallell track.

There are 2 main track views: center rail only and all 3 rails. To those, you can add outline and/or roadbed. The outline view displays the footprint with ties. So, using the tape measure depends on what view you have set (tools/settings/2D view/tracks.
However, if you’re trying to set a parallel track, the easiest way to make sure it’s spaced the way you want is to use the “Parallel Start point” tool. You get this tool by clicking on the start point (little arrow) of a track and then right-clicking. A dialog box will open where you can set the distance you want, which side on the track you want it and which direction.
