I use atlas track on a 27 ft by 17 ft board. track is 90 pct complete but not happy with no over and under (ie 1 track on 1st level going under with an elevated by threstle track running above) . my board is 40 inches from the floor. the inside is a opening 4 ft wide by 15 feet long. I use a windows 10 pc

If you use a Windows computer, there are several track-planning products available to you.  As previously mentioned, there is RR-Track or SCARM, but there are also available Xtrak CAD, AnyRail and an ATLAS equivalent of SCARM that only uses ATLAS track modules.  Xtrak CAD is completely free, but a little more difficult to understand and operate.  Unlike all the others though, Xtrak CAD is also available for Linux and MacOS users.  All others, except RR-Track (I believe) offer limited use samples for you to test, but will cost to use full features.

If you are a Mac user, you are limited to either Xtrak CAD or a product known as Rail Modeller.
