It looks like an American Flyer pre WW2 switcher, the whitewall tires and the general look of the loco make me think it is. I will check my Flyer guide later, and post tomorrow, unless there is someone out there with a quicker answer.
If it's O gauge, most likely a repainted Flyer 574 from 1941. Should be Nickel Plate Road.

If this is the prewar O gauge version, I heard that most of those locos have been damaged or destroyed by zinc pest. If that is true, then this might be a very rare survivor.
It is an American Flyer S 0-8-0 Steam Switcher. They came in various numbers depending on features starting with 342 for an early link version to 343 and 346 for knuckle models with pul-mor and with the 346 a horn. It also came in a 5 digit version. The white walls on the drivers make it post war and these were rarely subject to zinc pest.

You have an American Flyer post war S gauge 282 pacific loco originally lettered for Chicago Northwestern, and a 343 0-8-0 switcher with tender that would have originally been lettered for Nickle Plate Road. The 282 if all original and in excellent condition would have been worth $45. The 343 if all original and in excellent condition would have been worth around $225. The 343 can be restored as the shells are cast metal and able to be stripped easily and repainted. The 282 is a parts loco at this point or run it as it is.
