I was looking in HD recently for the same thing. The carpet padding I saw was too soft to be used as roadbed. I then looked at a black foam material used under fake wood flooring to reduce noise. It was $42 for a roll, and the foam was 1/8" thick. Next I looked at foam sill seal. It was only $7.00 for a roll of 1/8" thick, pink foam. Something that thin would need two layers, but the product was 5" wide, and could easily be cut in half and doubled up.
