Yes
Early design. 
Some models had metal flange-less wheels, later issue, had plastic flange-less wheel/axle. Modification of a standard two axle truck to three axles. Issue with metal wheels was intermittent shorting.
Dont forget that the Railking C628 will still have "the C630 bulge" after the cab which is really incorrect for that model. So far in o gauge, only Atlas O did a correct ALCo C628.
