From the perspective when running PS2 and PS3 engines with DCS...there is no difference.  PS3 engines have updated electronics as well as a built in capacitor that replaces the rechargeable battery used in PS2 engines.  PS2 engines utilize a battery so that in case of loss of power...sounds will continue.  Also sometimes you might have a part of your track that is less than ideal electrical wise, the battery will ensure sounds continue.  Some say the sounds are better sounding (and louder) on PS3 locos, but I tend to favor the sounds/volume on PS2 locos released in the last four years or so.  Enjoy!

The biggest differences between PS2 and PS3 are not operational, rather, they are under the hood.

 

PS3 has a much greater capacity for sound memory and also a much faster FPGA (field programmable gate array) DSP (digits signal processor) that serves to improve signal strength over PS2 engines with allTIUs, but especially when used with a Rev. L TIU.

 

Later Premier PS2 steamers had a wireless ether, however, all PS3 steamers have a wireless tether.
