After a 10 month hiatus for a variety of reasons, I finally started working on the layout again. This is what it looked like last Sunday before I started:

The layout occupies an irregular area about 900 ft2

Is that rosin paper? What is under it? How to you go about topping off the paper?

The scenery base is rosin paper over cardboard webbing. Will apply plaster coated gauze strips and cover with structolite to form hard shell.
WILL: Layout is On3 equipment on On30 track.
