I've got 6-36830 Lionel Trick or Treat Aquarium car. This is one with motor on one post which makes the scroll roll around.Motor working fine but not moving the plastic scroll. Just looks like it needs to catch or adhere to the motorized post a little better or tighter. I thought of something like the Lemax Stickymax product on the post but thought I should check in here first with pros. Unclepeterr

Hello Guys and Gals.......
I have a MTH railking Aquarium car myself and this one is motor/gear driven (gear on the bottom of the spool) so I would guess yours have a gear in bottom too and maybe out of place or off the shaft or something. Have you taken it apart yet ? Give this post some more time and someone in this forums will be able to help you out.

Tiffany, Thanks for response. This models spool runs off of electric motor not the gear thats connected to the gear under the truck. Spool turning, just not the film. Unclepeterr
the film gets stuck to the rolls (spool). try some baby powder on the rolls. I removed the cover over the end so I could stick my pinky in the hole and make the film move. another issue I have found is the whole car warps if all 4 screws are put in (2 on each end) so I just use one screw on each end on different corners.
good luck
Add a rubber band around the drive spool. It'll provide enough "grip" between the belt and spool.
