I have a friend who wants to build a three rail layout. He knows what he wants but needs someone who has experience on layout design to make a blue print of it. He is willing to compensate the person for their efforts.

You need to get more information from your friend to spark interest of the Forum members. These are things like how big? What type Classic Lionel, HiRail, 2-rail, etc.. Is it for kids?
When these are answered, they will lead to more questions. It is the start of an iterative process.

There are people on here who might be willing to help, if no one on here can help there are services that will do everything from help design the layout through building it. Don't even have to be in the same area if it is a layout design job, there are people who advertise in OGRR and CTT he could contact, too, though I would recommend using someone on here as a first attempt. The other thing I would recommend to your friend is to look at some of the layouts available online, or in some of the books out there for toy train layouts and the like, can get good ideas from them before talking to others.
