Lionel / MTH 400E made in 2010...tender casting?

Please see the pic...is it normal for the upper casting of the tender to be rather rough? Its not the paint...paint is flawless...no crazing, blisters, rash, etc. Could this be original tooling from Williams...or even Lionel?

Could anyone please take a look at the tender casting on their modern 400E STD gauge Loco and see if it compares to my photos. Slightly rough.
