33 was the number of a Lionel locomotive. The number 34 set included the 33 loco with a #35 coach and #36 observation.
If the label on the box says "Outfit #33" it contained ONLY a #33 locomotive and eight sections of Lionel curved track. No cars were packaged with this Outfit.

That's the one. All one got was the loco and a circle of track, so it'll be fairly easy to complete THIS "Outfit".

Looking at the labels date the box to the 1920-1928 period. Use that period to find a ca. 1920-23 #33 loco.
