You can use it in a pinch. I'll bet that the 24 volt rating is also open circuit w/ no load.
Thanks. I was wondering if that perhaps the 24 volts was due to the boost. I may buy a volt meter and dial in the voltage to confirm. Will also look into other transformers as I would like to run a couple LionChiefs at the same time.

Well I couldn't shake the notion that I could ruin the new LC trains, so I grabbed a CW 80 off eBay for only $10 more. I guess I'll repurpose the Trottlepack for duty somewhere else on the layout (or sell it).
