I am hopefully going to be starting a new layout. My question are what is the best lighting to use, do I need to have carpet on the floor, and for electrical should I have some outlets on the floor.

Generally speaking residential floor outlets do not meet code. Respect codes, they are your friend. Carpeting can cut down on three rail noise. If you use carpeting consider first off covering the entire area over 6 mil poly cloth for the bulk of the construction. Side benefit, the plastic lets you slid around under the deck easily.
Which lighting?? Trying to start something? :>
Lots of differing thoughts there. If you are starting fresh, lED anything is good first category decision.

I would consider lighting and the amount of time you want to spend at the layout. I originally installed florescent lighting above the layout, but I spent a lot of time while working on it. In time the hum of the ballast in a few lights was bothering me plus I thought about the amount of money spent on the electric bills. I found LED tubes to replace the florescent tubes in the same fixtures. With these the LED tubes the ballasts were removed and some very simple rewiring of the fixtures completed l was back in business in a day. Because I had the fixtures the cost to convert was quite reasonable about $15.00 per fixture. Now I have good lighting and quiet lights while also saving on the utilities.
