No power output from Variable 1 or 2

Have you applied power to FIXED 1 or to AUX.  If not, TIU itself is not powered up.  Viewed from above from input side, you should also see a light inside. in lower left hand corner.

So if I understand what you are saying. I need to power the TIU first thru Fixed 1 or the Aux. The var needs the unit to be powered separately to work. 

Correct.  The TIU's guts have to be powered through either means.  For AUX, apply 16-18 volts AC or DC, not from the track supply.  Or just run a jumper to FIXED 1 from a VARIABLE you're using

If that does not work, than make sure fuses not blown on those channels.  G

As RJR mentioned     power to fixed 1 or an aux power supply to turn on the tiu.

The var channels also need full power on the input sides .

Menu/system/ dcs set up   Notice now how you can now set the var channel to fixed mode with the FXD key . Press it again and the channel reverts back to var mode.  The remote will tell you what mode you've selected.
