I'm looking for an American flag to fly above my O scale country post office. I'd like it to be printed on both side and made of cloth so it will drape naturally.

You might want to look at Lionel PN 6-2320. I've got one on my layout purchased in the 80s that has a more or less natural drape to it. But I've seen some more recent examples with the same PN that have a flag that appears to be a bit more stiff.
Made of cloth it may be "mirrored" on "back" already.
Id check with fabric stores and maybe clothes with prints.
"To scale" you still have some room for play as there isn't a "proper size" but in the proportional design rules of each field.
Getting it to drape nice might not happen with cloth unless its real thin. And excess glue at the top can hold it extended away from the pole some. Which is the position you will likely use to dry when you glue it.
it might be better to print them in color on paper. I have no flags on my layout but have dozen several dozen in 1:32 to 1:87 scale for my wooden ships, and paper works much better than even the thinnest cloth:
- cloth does not hang and fold right at these scales.
- if very thin, so it hangs sort-of right, it is so thin the colors on the other side bleed/see through
- with paper you can print any size you want, mirror imaging the print (I use MS Powerpoint) for the other side, blue them together
- you then curl and fold the flag and it looks very realistic.
