There is a small section of my layout where o27 is the only radius that will fit. I am using Menards 31 and 36 radius for the rest of the run. Has any manufacturer ever produced 27” radius curves but at O scale height? I know I can build the track up, but I was hoping not to have to go that route. Thanks for any help or insight you can provide!

Is it possible to uncrimp O gauge rails from the ties and then use those ties with 0-27 rails? The O gauge ties are taller then 0-27.
Not that I know of, which means if it existed, it would be as rare as hens teeth to obtain.
As for @Dan65train's suggestion, both the ties and the rails are of different heights and so the endeavor would be pretty intensive for an incomplete solution.
I would just simply shim the first few ties of the O-27 track to transition between the height differences of the stock manufactured track.
I've made adapters from 027 to Fastrack and MTH Scaltrax. Easy enough to accomplish what you need to do.
I doubt you will find and commercially available track to suit your needs.
Some prewar manufacturers did make some odd diameter O gauge track track, mostly 2 rail. I think there is some three rail out
there tho. or make a quick jig, bend the O gauge rails to 027, reassemble and trim the ends. As a last resort there is alway
the infamous flextrack.
