I have been using Henning's (https://henningstrains.com/).  They have very good matches.  If you are just repainting entire frames / wheelsets (and not touching up the shells) English Color is also a good choice.  No, they cannot mix to a specific color, but they have an abundance of color chips that are remarkably close and faster to obtain than Henning's.   You can check out the Hennings color sample on their website, but, bear in mind, as a photographer who specializes in color matching my images on my screen to what comes off my printer, what you see on their website will NOT be exactly what you are going to get.  Close, but not exactly due to variations in bit depth, color gamut, etc.  But, you can speak directly with Bill Henning about what you are looking for.  I have never asked if he can match a sample, but you can always try.

There is another, MyPerfectColor.com, but basically they just offer the paint.  They are not train enthusiasts and cannot help you match a color if you tell them you have a Lionel 2344 and need to match the dark gray.  They will look at you like a deer in headlights, I'm afraid.  It's just not their specialty.

So, give Bill Henning a call.  It may take a month before you see paint, but it will match almost exactly.
