please help need track plans

I would contact MTH to see if you can get an older version (and thus maybe free) copy of their track planning software.  I use that and it works very well.  Has pieces preset in the software based on the pieces of track they sell.  You set your area (in your case it would be block covering 11' x 8') and hten start 'laying track' within that footprint.

Are the narrow parts of the of the structure (the side that starts on the west and makes the "U' shape headed toward the east) wide enough for 2 tracks? if there is not enough room on corners, add a triangular piece of wood to allow for the second curve at the SW and SE corners of your diagram.

If you have 2 tracks running parallel you can get some interesting and busy activing with trains going in opposite directions.  Just a thought.

Forgot to mention a few other items....

1. I suggest just laying track for the time being (vs. nailing/screwing it in).  That way it is easy to move should you have a change of plans as you develop this.
2. Are you planning to have a subsurface?  Different people use different materials to deaden/muffle the hollow sound that is created by the void between the track bottom and the wood. 
3. For my subsurface I used those rubber floor pieces that look like puzzles.  Got them in black from Harbor Freight.  Yes, it is all black (not green or brown - more 'natural' colors), although I guess black landscape could be natural to some areas that mined coal in the 40's and 50's...
4. You have a great start.  I should have stated that first.  And it's nice to have a separate space in the hosue for this.
5. If I get some time later I will plug into the software your dimensions and see what I can do with it.  Give me a day or two.
