Powered On3 Simulated Horse Drawn Motive Power with moving legs

Hello, about to start modeling a branch line off my On3 NCNG. The Greenhorn RR that had horse drawn flat cars up to the lumber mill about 5 miles away and gravity run downhill with flat cars loaded with logs, looking to build "Horse" powered unit with moving legs, anyone body done this-advice?
