I have layed 1" Styrofoam (blue, Lowe's) over 3/4" plywood and am getting ready to afix roadbed (cork on mains, thinner rubber-like shelf liner in yards).  There is a very thin layer of clear plastic applied to the surface of the Styrofoam (visible in lower left of the photo) - this is easily peeled off, leaving the Styrofoam itself exposed (matte finish - seems like it would take scenery paint and glue better).  Should I peel the plastic off before attaching the roadbed or leave it on?  I've already traced the final track arrangement using a pinwheel, so removing the plastic film won't effect mating the road bed with the track centerline.
