Who has a good software package for O scale 2 rail layout desigining. I have a space 15 x 35 to create a layout using Atlas track!

I use SCARM. It's free (up to 50 pieces) so you can get a feel for it. It has an extensive track library including Atlas. The learning curve was pretty quick-n-easy... and, a lot of folks on OGR use it. There are other popular packages... I'm sure their users will chime in shortly.
Suggest a forum search. There are many threads on this subject.

I use AnyRail.
I used AnyRail, I found it the easiest package to hit the ground running. I had RR-Track, but I found it very cryptic. SCARM was better, but AnyRail was by far the smallest learning curve.
You didn't mention what operating system you are using. Everything mentioned above only works on a Windows based PC, and, to my knowledge, nothing will work on a tablet if that's what you want to use. Only one product, which happens to be a free download but is also a lot more difficult to use, works on Windows, Mac (OS ??) and Linux, and that product is XtrakCAD.

I use AnyRail as well on a Windows 10 notebook PC made by HP. I not only designed my new layout, but have kept it accurate to its current live implementation of my tracks.
Easy to use!
