I have a 16' by 27' space available as a train room. I plan to have an around the wall track plan with "people room" in the middle. A small yard will supply trains to the layout. The idea is to "rail fan" the layout with a little switching along the way. Would three times around be too much?

Depends on how you orient the loops. If this is to be a single track trice around, that should not be too much of an issue. If you double track it, the space fills up rapidly
Single track three times around. Two passing sidings and a small yard. I plan to have an up and over track arrangment with plenty of bridges.

Depends on how wide the shelves are. At two feet it would be tight. At three feet you will be fine.
Your space is about the same as mine. I have 25' on one side and 29' on the other long wall 16' wide. My enterence is centered on one of the 16' walls. The big question you need to answer is how large are your return loops? I decided to run big equipment so I chose O84 and O72 on a dual track main line. My benchwork is 3' wide going around the room with an 8' X 8' platform to fit the return loops.
Consider too what you might want to have between tracks. Sidings, structures, roads? My gut says twice around at a benchwork width of 24" or even 36" might be more comfortable. But follow what works for you.

Rick, just thinking about space constraints with my American Flyer S-gauge with those specs, I would personally wrap only two loops of AF especially if you have grade separation and embankments in the scenery. For me it would give me room for a lot of other great stuff!
