As you can tell by by signature, my layout will be in a clean, yet unfinished, basement. The framing is untreated pine due to rising lumber costs and the fact I have college tuition to pay for. 
I will be using 2" thick sheets of styrofoam (pink or green) for the layout top since it will not have to support anyone's weight.
Should I bother with sealing the benchwork framing and if so, what product do you recommend?

I didn't seal any of my lumber or plywood, been doing just fine since 1999
As long as it's somewhat climate controlled (especially humidity), you probably can get away without sealing it. If it's the typical damp basement, it might not be a bad idea to seal it with something like a couple coats of shellac or polyurethane.
I would seriously consider a dehumidifier.
I used the pink foam on a tubular track layout I built. Where there is no solid wood support underneath it is very loud--guess it works like a drum head.
