I dont know much about ChromeOS but I know it is Linux based. So other Linux software might be compatible.

 

Maybe you can configure your home PC for remote desktop and access it and whatever track planning software you already have installed?

Maybe because ChromeOS is designed for "cloud computing" you could install your track planning software onto a remote server and access it there?

 

Just trying to think outside the box
