How about you create a third insulated section, which is the track that interconnects the two loops. Use a selector switch to power it from either handle, depending upon the direction and the beginning and end of the run. Otherwise, it stays unpowered to prevent a runaway train from entering and causing a Gomez.
My grade is powered with the upper loop. When running conventional locos, you need to vary the power for the grade. I have a isolation block at the bottom to separate the two loops.

Don, yes, that's right. A fibre pin in the center rail at the bottom of the grade would be all you need to isolate the two sections.
