When looking at my layout do I need to separate any areas of track connections with isolation additions because when I put a brand-new engine to test all the tracks at full throttle it did not move headlight came on and it made a funny whistling sound?

Unless you have a conventional type loco (actual model number please), there needs to be a control system (DCS, Legacy Cab 2, TMCC CAB1 or 1L, LionChief, etc.) besides the transformer, which only provides power.  The transformer can be controlled by some of the other types of remote’s mentioned above.  But unless the loco is set to convention control it would need a signal from one of these control systems to operate.

Most engines (except some Lionchief) will run as well in conventional control as in command control.  Of course, more features will be available under command control, but please don't say that command control engines will not run without the command system until we're sure his engine is actually subject to that restriction.

Agreed on the first part.  I certainly I could have been more clear.  I didn't mean to imply that a command system was required, and I had thought I said that, perhaps not clearly enough.  My apologies if what I said was somewhat misleading.

The OP's description does sound like it could be a LionChief loco waiting on the signal from it's remote.  The other options would require more information in addition to the locomotives actual model number for starters...
