A little more descriptive title would have been nice!
It appears though that the motor gear is not the correct one maybe, not big enough for some reason.

Rod, I seem to remember a plate that goes over the pinion gear shaft to hold the gear in place to correctly engage the larger drive gear.

Marty....just checked mine...you are right....joe
If you go to the Lionel exploded parts list, you can find a drawing of this engine starting on page 3-31 (supplement 3, page 31 -- page 140 of the PDF). This should give you an idea of what was originally supposed to be there.

I had completely forgotten that detail on this engine style Marty! Good catch. Should help the OP get it straightened out.

Judging by how clean the motor and wheels look, it looks like it never has run. Maybe it never had the bearing plate from the factory and no-one has ever tried to run or repair the locomotive.
You need a Armature Bearing PLate and two 6:32X1/4" screws to mount, they are binding head screws. Here is a link to a guy that should have these:

I looked at Olsens site and the part numbers shown don't match up so tell the Train number what bearing plate you need and the right screws...

The bearing plate number is 2036-110 costs is $2.50,
