The city and state announced that the MTA Bus service was stopping at 2:30 along with all non emergency car traffic in the city. At 4:00 all subway trains with above ground trackage would be put out of service until tomorrow. I guess the city is closed.

Just looked at the MTA web site (1930hrs Saturday night). All underground trains are running local. Suspended services: C, S Rockaway Pk, B, M, Z, Q, S Franklin Av, and 5. Large portions of the Bronx and Brooklyn are without service.
Long Island Railroad and Metro North Railroad are suspended. Staten Island Railway is suspended.
But there is a smart-phone age kicker: Train arrival data on the MTA web site and on third-party mobile apps will not reflect actual service availability.
I wonder if these apps pick up the phantom trains run to keep the lines open.
