American Flyer Legacy 4-6-6-4 Challenger

It is an American Flyer Lionel Legacy Challenger the runs great, and I have followed the instructions in the owner's manual for reassigning the locomotive a new ID# and I have also tried reprogramming the locomotive to restore features to see if that would allow the cab # to be changed. The engine was assigned an ID# of 1 at the factory. The engine fails to change the ID# to the first two numbers of cab # which is 39. Any suggestions will be appreciated. Thank you.
