Is anyone aware of any programs for android devices? My laptop is toast and really not needed anymore.
I looked through the play store on google and came up empty.

Android is a phone operating system, not a computer operating system, and most track-planning software requires a computer operating system. The best you might hope for is to open a browser on your phone and search for a browser-based track-planning location. Just search for model railroad track planning through your browser and see what you can find. You may come up empty and find that for some things, a computer is still necessary.

Android is an operating system - for mobiles (basically little computers) - derived from Linux. (And there is Linux distribution that runs Android - http://www.android-x86.org/ )
There just doesn't happen to be any development in that area at the time - and I wouldn't expect any soon.
I doubt you are going to see much mobile track planning software, given the size of the screens (though a larger tablet might be able to handle it) it isn't very practical IMO. Android and IOS are full blown operating systems, they simply have phone apps on the platform and hardware to support phone conversations but are otherwise a computer, in terms of the OS and the hardware it runs on there is no reason such a program couldn't be written,but given the limitations of the screens and also the size of the audience, no real reason to do it.
