Anyone know what/who made this?

Looks like the Lionel Smoke Fluid Loader accessory. (missing many of the guts, as you suggest, but it's clearly the same structure)

The paint is used came from my "antique" collection of lacquer paints. Back in the 1960's, I used a paint from the company Super Model Aircraft in Hinsdale Ill. The paint was called Super Railroad Lacquer. I had many bottles of these as I did a lot of brass painting (HO). 

I still have a couple left over, and use them once in a while. Have never had any issues with these paints that are almost 60 years old. The color of the building is Tuscan Red.

The tank was painted with Scalecoat black. The cement forms are Floquil Cement. I glued Arizona Rock & Mineral Co gravel under the tank.
