The only ways I've seen, not tried yet, are described in this SCARM help article (link below):
Steve, I believe all that does is set an image of the current layout as the background so you can then lay track following the background design. You have to know the length of at least 1 track, so you can size the image correctly. I guess it’s better than eyeballing, but…..
Prentice, if you have the AnyRail file, post it or pm it to me. I’ll take a look at it to see what I can do to convert it. That assumes you want the same track and just want to get it into SCARM format.
The short answer is no, any "conversion" is a manual affair.

Edit: nevermind the next question. I see that ATPS is a limited version of SCARM that only uses Atlas track.
According to the article, SCARM can import the ATPS file format (Atlas Track Planning Software). Can Anyrail export this file type?
Anyrail doesn't have any alternative file import types.
Here you got. For some reason, the files differ on 1 joint in version 1d, probably a difference in allowance settings.
