My guess is very late in the old Lionel Corp years. 1968 or 69.
What is the number on that loco? Does it have a set number? Who, what, when, where?.... why!?
I got that set for Christmas 1963. It came in a Lionel box though. I no longer have the train but still have the box, transformer and the paperwork that came with the set.
The authoritative Guide to Lionel Promotional sets by John Schmid identifies the pieces as Blister Display D463:

The book gives the date as 1963, and identifies the engine as being a 1061-25, no pilot or trailing trucks, no headlight, forward only.
There were other blister packed sets. For example, #D19213 was made for Western Auto in 1963.
The Authoritative Guide to Lionel's Promotional Outfits 1960-1969 by John W. Schmid is one of the most interesting books that I've read about Lionel trains. It is still available directly from the publisher.
