British Rail Builders Plate

I have a builders plate that I just received from a friend and would like to learn about it. Perhaps someone from the UK can help me.

The plate is as follows:

GWL

Shildon 1981

Lot No 3997

The plate is square at the top and oval at the bottom. The plate is edged in gold,numbers and letters are red with the plate colored gray.

I'd appreciate any help with info on this plate.
