Please let me know if this is the same engine number 1995 as the 6-28280 released in 2008.

Yes it is.
Why would they repeat an engine number!!!!!

UP 1995 is a Heritage Unit. There's only one in that scheme. Any other number would be a fantasy, or as I refer to it -- an Isle of Denial unit.
But they made two numbers already,
6-28280 and 6-28373
1859 is the year CNW or one of the ancestors was founded and 1995 is when it joined the UP system. 1995 is the only prototypical number and the one the majority of people want, so that is why they are rerunning that one. If you wanted, you could have someone renumber one for you to get a 3rd road number.

Why? Because they need to. Bean counters said we need to sell more trains but wouldn't provide money for new tooling. So, the sales department stepped in and crafted this:
Introducing as part of Lionels "Post Iraq War Celebration Series" are the beloved UP Heritage SD-70ACes. They are new and improved!! You will get the highly sought after Positive Train Control (PTC) plastic box glued to the roof of your cab. Road number specific crew talk has been eliminated to make room for several horn options that are not anything like the actual locomotives. Bluetooth is included for all customers that don't have our "to be" produced Cab-3 and can't locate any of our Cab-2 remotes. Please overlook that we will no longer supply certificates of authenticity and replica metal builder plates. We will do our best to paint them somewhat close to the actual locomotives and try to ship them to you intact and unbroken.
We have poets on the forum!
God Bless you

The hot ticket would be to remove the UP logos and lettering from the cab. Then it becomes CNW #1995, celebrating the successful fight against the UP takeover. Just sayin'.

Similar to what MTH did with their "What if" ATSF SD70ACe. They had 1996 and one from the 1800's. Neither is prototypical, so I refer to mine as an Isle of Denial unit.
